On balance, I think the Bush ones are funnier than the Kerry ones. Conservatives just don't have a nose for comedy.

This is probably a stretch but the thing that fascinates me about the Sloganator thing and the Kim Jong-Il page on the Kerry website is that they are symptoms of having a more distributed campaign. Taking full advantage of the Internet means letting go of some control of your message. There can be huge benefits - I think the Dean insurgency was all about people feeling like they were influencing policy - but there are negatives - people can turn your slogan generators against you.
It is interesting to watch as the campaigns develop in their use of the Internet. Hopefully, they will go beyond fundraising and find ways to let people express themselves AND carry the message.

I think that context could help to understand those phrases. It is quite hard to find the funny thing if you can make it with the context.
