State Greenhouse Gas Action Plans

The EPA has guidelines for state greenhouse gas action plans. 27 states y Puerto Rico now have them (as of 2003), and 2 more are in the pipeline. Most seems to be voluntary, but at least it gets some planning/thinking going on the issue. May uncover some synergies, and reduce some "low-hanging fruit" emissions.
